Design the hand-off before sensitive data moves.

Sovereign Data Transport is a scoping pathway for work that needs clearer residency requirements, authority, access, review, retention and hand-off records. It is not a claim that APN currently provides a universal sealed network, certified deletion or end-to-end Australian infrastructure for every engagement.

The four tiers

Standard

A proposed baseline for structured intake, named authority, work instructions and a hand-off record. The exact controls are agreed for the engagement.

Included only when stated in the written scope.

Layered

Adds sensitivity-matched access, human approval points, retention rules and documented hand-offs where the agreed design requires them.

Indicative planning threshold from A$1,500; confirm by quote.

Sovereign

A design option for engagements requiring an Australian-residency boundary. Provider, region, subprocessors, logging and legal assumptions must be checked and written into the actual scope. A log or receipt supports review; it does not prove the underlying event occurred.

Not a standard package. Capability check and scoped quote required.

Sealed research pattern

A research pattern for isolated workspaces, minimised export and defined end-of-work disposal. No universal ‘data never surfaces’, verified crypto-shred or destruction-certificate capability is claimed. A real method would require provider-specific validation and independent review.

What a record can and cannot establish

  • A record can show what a system recorded; it does not prove the real-world action was true.
  • A hash can make later changes detectable; it does not validate the source claim.
  • Residency and subprocessors must be checked against the selected provider and written scope.
  • Deletion claims require a defined method, authority, evidence and an honest statement of limits.
  • No receipt replaces legal, cyber, records-management or independent assurance where those are required.

APN does not claim Hosting Certification Framework certification for itself or for this pathway. If a particular provider certification is a requirement, the provider, service, region, current certification scope and dependencies must be verified and named in the written engagement.

A receipt is a supportable record of what the issuing system says it did. It is not independent certification of delivery, transport, deletion or destruction.
