The brief specifies a restrained, evidence-first presentation of APN. It forbids government-endorsement language, forbids "tamper-proof / immutable / nationwide" claims, and requires that every product carry a plain-language limitation alongside its status.
File verification is local-only, in-browser, via SubtleCrypto SHA-256. No file is ever transmitted to APN or any third party as part of the verification flow.
